Key changes in labor regulations
Reform of the National Labour Inspectorate (from July 8, 2026):
Labor inspectors will gain the authority to establish the existence of an employment relationship by means of an administrative decision.
This applies to situations where a civil law contract was concluded instead of an employment contract, even though the work is performed under conditions characteristic of employment.
The act was published on April 7, 2026.
New draft bill on internships (planned from January 1, 2027):
Adult interns will have to be employed exclusively on the basis of an employment contract.
An exception to this rule is provided only for minors.
The role of temporary employment agencies in referring individuals to internships will be restricted.
Digitization of processes for foreigners (MOS 2.0)
Electronic applications only: From April 27, 2026, applications for residence (temporary, permanent, EU resident) must be submitted exclusively through the Case Handling Module (MOS) system.
Formal requirements: The foreigner must have a trusted profile and must submit the application in person – an authorized representative cannot do this.
CUKR residence card: From May 4, 2026, Ukrainian citizens with PESEL UKR status can submit electronic applications for a residence card with the annotation "previously holder of temporary protection".
